In order to prevent diseases, for timely diagnosis and treatment on an outpatient basis, a foreign citizen can apply to the Clinic and be provided with medical services on a paid basis.
If the patient is already in Russia, they can get information about the doctors' consultation hours, the procedure for booking an appointment, about the time and place of reception of citizens by the management of the Clinic by contacting our administrators either in person or by phone: Call Centre of the Clinic: +7 (812) 676 25 25 (St Petersburg) or 8-800-250-30-32 (toll-free within Russia) from 8am to 8pm, Moscow time.

For issues of treatment (hospitalisation) on a paid* basis, e-mail to:
1. medtourism@gosmed.ru stating the following information about the patient:

The patient's full name, date of birth, citizenship;
-
Purpose of hospitalisation (examination, surgery, department profile, etc.);
-
Medical documents: extracts from the clinical record, the results of examinations in the form of files attached to the e-mail (photos, scanned copies);
-
Contact details of the patient and / or their authorised person (phone number, e-mail address).
Surname and name of the patient and country should be indicated in the subject of the e-mail.
2. The average processing period for an e-mail is 3 to 5 business days. The answer is given by appropriate specialists and a preliminary treatment plan is drawn up. The date of hospitalisation is planned and the cost of treatment is indicated, and they are agreed upon with the Customer.
The complete set of documents required for registration is listed and specified in individual correspondence.
*If a foreign citizen has a residence permit and a compulsory medical insurance policy, then the above services can be provided on a state-financed basis.
3. If the patient is already in Russia, they send copies of the following documents to the e-mail of the appropriate clinical department, where the date of hospitalisation was assigned:

a scanned copy of an internationally recognised identity document;
-
a document confirming the legal stay of the foreign citizen in Russia (a migration card, a visa, a registration, etc.); and
-
an insurance policy (if any): it is advisable to provide a copy of it.
4. After agreeing on the date of hospitalisation and the cost of treatment, the host party is obliged to organise migration registration of the foreign citizen (after the treatment − their deregistration).
a). To cross the Russian border, foreign patients arriving from countries with a visa-free regime are to:
e-mail to the appropriate clinical department of our institution (which provided information on the date of hospitalisation) a scanned copy of an internationally recognised identity document; and provide information about the type of transport, the date and place of crossing the Russian border. Employees of the clinical unit transmit the information about the arriving patient to the regional development department (no later than 3 days before the date of crossing the Russian border).

The Clinic's employees register that foreign citizen and include the information about them in the appropriate list of persons crossing the Russian border with the purpose of medical treatment, through the portal of state and municipal services of the Russian Federation (gosuslugi.ru) (the registration service is rendered within 1 to 3 days).

After the registration is completed, the patient, by means of electronic communication, is sent a confirmation issued through the above portal, and a medical document confirming the purpose of this foreign citizen's visit to the Russian Federation.

The foreign citizen presents these documents to the border services when crossing the border (at the checkpoint).

Information about any accompanying persons who are foreign citizens also requires registration on the portal of state and municipal services of the Russian Federation (gosuslugi.ru) and inclusion in the appropriate lists. It is required to send scanned copies of internationally recognised identity documents for each person. There is a restriction: no more than two accompanying persons per one patient.
The above services shall be rendered within 1 (one) business day, which makes it possible to organise the medical treatment of a foreign citizen on an urgent basis.
b). To cross the Russian border, foreign patients arriving from countries with a visa regime are to meet the following requirements:
When a foreign citizen seeks medical assistance from the Pirogov Clinic of High Medical Technologies of St Petersburg University, our medical experts make a decision on whether it is possible to provide them medical assistance of one or another type on a paid basis. Then the cost of treatment is agreed upon (clauses 1 and 2 hereof).
A foreign patient is assigned the date of consultation (hospitalisation), taking into account the time required to complete all visa formalities (2 months or more). To cross the border, a foreign patient with the purpose of medical treatment is required: to be issued an urgent visa, the purpose of which is medical treatment. A visa is issued by the embassies and consulates general of the Russian Federation in foreign states*.
The host medical party is required to request an official invitation through the state authorities (the Ministry of Internal Affairs) of the Russian Federation, so that a foreign citizen could be issued an urgent visa with the purpose of medical treatment.To apply for an official invitation, the patient shall send a set of documents (copies of an internationally recognised identity document and a completed questionnaire, which will first be sent to the patient by the host medical party).
After receiving these documents, the employees of the host medical party shall prepare a set of documents and a request for an official invitation. All of the above is sent to the local office of the Russian Ministry of Internal Affairs through the passport and visa service of St Petersburg University.
The local office of the Russian Ministry of Internal Affairs shall check all information about the foreign citizen, the provided set of documents and the validity of the period for which an urgent visa is requested. When a positive decision is made, the local office of the Russian Ministry of Internal Affairs shall issue an official invitation in the form of a digital document and send it to either the embassy or a consulate general of the Russian Federation in the country of the foreign citizen's residence. A copy of the official invitation in the form of a digital document is sent to the host medical party, which is obliged to send it directly to the foreign patient.
After receiving the copy of the invitation, the foreign patient shall apply to either the embassy or a consulate general of the Russian Federation in the country of their residence, where they are issued an urgent visa to the Russian Federation with the purpose of medical treatment. Travel documents are issued by the foreign citizen only after they have been issued an urgent visa. After obtaining an urgent visa and travel documents, the foreign citizen shall send copies of them to the host medical party (to an appropriate clinical unit of the Clinic).
The staff of that clinical unit shall forward the information about the arriving foreign patient to the regional development department of the Clinic. This department's employees shall register that foreign citizen and include the information about them in the appropriate list of persons crossing the Russian border with the purpose of medical treatment, through the portal of state and municipal services of the Russian Federation (gosuslugi.ru).
If a foreign patient is required an accompanying person who is also a foreign citizen, that accompanying person is also required to complete the entire algorithm described above (being issued an official invitation and an urgent visa, and obtaining registration).
There are restrictions on accompanying persons: no more than one accompanying person per one patient.
The services for issuing an official invitation and an urgent visa, as well as registration services shall be provided within 1 to 2 calendar months.
*Due to the current geopolitical situation, it is required to clarify in advance the functioning of the diplomatic institutions of the Russian Federation in a particular state, as well as the possibility of obtaining a visa.
